The Ocean County Utilities Authority recently closed on a $2,210,039 loan with the NJ Water Bank to upgrade components at the Southern Water Pollution Control Facility. In 1988, an 85-foot diameter secondary digester was converted to a storage tank now identified as the Thickened Sludge Storage and Blend Tank (TSSBT). The TSSBT has an aluminum dome designed to be watertight, but the seals have failed, allowing rainwater and external air to infiltrate the structure. This condition has resulted in the dilution of the thickened sludge and corrosion of the interior sludge blending equipment and roof structure. The rake arm used to blend the sludge has also deteriorated and has been repaired numerous times. In addition, the failed seals allow noxious ammonia odors to escape into the atmosphere.
This project proposes the replacement of the rake arm with a linear motion mixer, repair of the aluminum dome cover, interior concrete rehabilitation, and odor system improvements. This project will ensure that all of the facilities continue to achieve permit conditions, as well as protect the environment from system or equipment failure.
