CLINTON WEST MAIN STREET WATER MAIN REPLACEMENT

The Town of Clinton recently completed drinking water improvements that are being financed with approximately $1.76 million in loans from the NJ Water Bank, a low-rate funding program jointly administered by the DEP and the New Jersey Infrastructure Bank ("I-Bank"). Total savings for this project are estimated to be $410,943 over the 30-year term of the loan or 23% of project costs, in comparison to Clinton financing the project on its own. This project also created an estimated 21 direct one-year construction jobs. 

This project was part of Clinton's asset management plan, an ongoing capital plan aimed at maintaining service quality and reducing vulnerabilities in the water system. The existing 6-inch main in the area was prone to frequent leaks and breaks, and the asset management plan recommended upgrading the pipe to an 8-inch main to ensure reliable delivery of drinking water and improved fire protection.

In addition, the project extended the water main by approximately 1,000 feet to strengthen the distribution system and replaced a critical part of the main which crosses a river. Approximately 2,000 feet of 8-inch ductile iron pipe replaced the original main along West Main Street. This work included clearing the site, connecting services, installing valves and fire hydrants, and restoring the project area. 

According to Janice Kovach, the Mayor of Clinton Town, "This project will enhance the efficiency of the water distribution system, boost fire flow pressure and hydrant reliability, improve the accuracy of water metering, extend the system's lifespan, and reduce leaks and water loss. Overall, these improvements will lead to a more reliable water supply, save costs for residents, and help protect public health. We chose to finance the project through the NJ Water Bank to maximize savings for ratepayers in the long run."

This project was designed by Suburban Engineers, as well as in-house staff and was constructed by Montana Construction Group and Pact One LLC.
